Abstract

The accelerating digitization of human capital management has transformed the ways organizations administer employees, integrate enterprise processes, generate workforce intelligence, and govern sensitive personnel information. This review examines how Human Resource Information Systems, Enterprise Resource Planning integration, workforce data governance, analytics, automation, and emerging technologies collectively reshape contemporary human capital management. A structured narrative review approach was adopted, synthesizing peer-reviewed and authoritative scholarly literature published up to 2022, with attention to evidence from both developed and emerging economies, including African contexts. The findings show that HRIS has evolved from an administrative record-keeping tool into a strategic infrastructure supporting talent management, workforce planning, employee services, and evidence-based decision-making. Integration with ERP platforms enhances cross-functional visibility, process coordination, and data consistency, while interoperability architectures and synchronized master data are essential for reliable enterprise-wide information flows. The review further identifies workforce analytics, automation, artificial intelligence, and blockchain as important enablers of more predictive, responsive, and intelligent HR services. However, technological value is constrained by legacy systems, weak data quality, limited digital skills, privacy risks, cybersecurity threats, regulatory obligations, algorithmic bias, and fragmented governance. The study concludes that successful digital transformation depends on the alignment of technology, organizational processes, workforce capability, and accountable data governance rather than on technological sophistication alone. It recommends investment in interoperable architectures, ethical AI controls, cybersecurity, employee digital literacy, data stewardship, and measurable benefit-realization frameworks. Managerial attention should also preserve employee autonomy, transparency, inclusion, and human oversight throughout digitally mediated HR decision processes. Future research should examine longitudinal performance effects, employee
trust, governance maturity, and contextual differences across institutional and emerging-market
environments.
