Abstract

Enterprises are adding intelligent automation, including machine learning models, language model assistants, and automated decisions, to processes that must also adapt constantly to new regulations, markets, and products. Too often, each automation is built separately, its rules are buried in code, and its behavior cannot be traced or changed quickly. Metadata-centric architecture offers a remedy: describe business concepts, processes, automations, deployment choices, and governance policies as connected metadata, and let platforms act on that description. This article focuses on how to design such an architecture. It proposes six design principles and a five-layer metamodel organized as an enterprise knowledge graph, covering business, process, automation, deployment, and governance. It also sets out a design method from domain modeling to continuous improvement and a five-level maturity model for transformation. A distinctive feature is that intelligent components and their guardrails are themselves described as metadata. The organization can then see which models and assistants run where, under which policies, and with what cost and energy profile. Using a design-oriented approach grounded in ten studies published between 2016 and 2024, the article maps the evidence base and illustrates the design with a global logistics company automating customs documentation across many countries. It argues that sustainable transformation depends on making every rule, automation, and policy explicit, connected, and governable as metadata.
